In a world where constant battles between right and wrong are done with opposing armies, and heavily armed, sci-fi weapon wielding terrorists, where heroes of great valor fight against the most venomous of foes, no Superheroes exist. No, the heroes here fight as enlisted and commissioned men and women who oppose terrorists who intend to rule the world, or take it down trying.
G.I. Joe

G.I. Joe is the code name of a daring American special missions force whose purpose is to defend human freedom from Cobra, a ruthless terrorist organization determined to rule the world.
G.I. Joe is the catchy moniker of the group that is officially code named as Special Counter-terrorist Group Delta. The team is covert in nature and many of their missions are highly classified. The creation of the group was spearheaded by General Flagg who felt that the current assessment of threats required a team that is capable of working around the limitations of the time. While many missions are deemed sensitive and classified top secret, they have on many occasions also taken on high-profile missions such as the daring rescue of Dr. Adele Burkhart from Cobra's clutches. However, the kidnapping was a set up by Cobra to bring the Joes to a trap. The plan may have failed but this does indicate that Cobra has known about the team's existence for some time already.
Cobra may have been the terrorist organization that has been of paramount attention to the team but the Joes have also taken on special assignments where their elite training and skills are what would enable them to get through. Missions such as investigating an apparent attack in the Arctic,[2] sneaking a downed plane from the heart of Afghanistan, and protecting a diplomat.

Oktober Guard
The Oktober Guard is a Soviet special operations unit. Usually thought to be the Soviet/Russian equivalent of G.I. Joe, they are in fact composed of members from several Warsaw Pact countries. Unlike the Joes, the team consists of just a small squad and most members do not sport fancy codenames.
The Oktober Guard often operates internationally, protecting and promoting Soviet and Warsaw Pact interests. Despite the fact their respective countries are rivals with the United States during the Cold War, the members of the Oktober Guard are never portrayed as evil, but as military professionals doing their job and serving their countries. Their missions often put them at odds with G.I. Joe, but when the situation arises they often find themselves temporarily allied with the Joes against a common foe.

Cobra

Cobra is a ruthless terrorist organization determined to rule the world. They are led by the ruthless Cobra Commander. High Command Staff is Baroness as the Director of Intelligence, Destro as the Weapons Supplier, and Dr. Mindbender as the Chief Scientific Officer, although others have at times usurped control. It relies on the might of its legions of Cobra Vipers and Cobra Troopers to execute its diabolical schemes while trying to destroy its main enemy: G.I. Joe.
It would never have occurred to anyone that a seemingly nice little town called Springfield would become the birthplace of a mighty paramilitary organization. A hate-filled man came to this town which has fallen on tough times and found an opportunity. It was an opportunity to start anew for both this man and the town. However, the direction he had in mind was far from the normal ideals anyone would have thought. He began recruiting like-minded individuals with an axe to grind with the government. To fund their slowly growing organization, the group came up with all manners of pyramid schemes and went out to the rest of the United States. Along the way, they recruited more from outside and silenced those who posed a threat. Members are recruited based on their distrust of the government and motivation based on greed and power. Soon, their activities involved amassing arms and operations designed to subvert the US government. The man who started the organization now began calling himself the Cobra Commander. He named the group Cobra as his ambitions grow bigger and like a giant snake with its coils about the world. By the time they are recognized as a threat, the group has turned into a powerful private army and terrorist organization with footholds around the world.
Cobra makes one of its boldest entrances into the world arena with the kidnapping of Dr. Adele Burkhart.[1] Despite the high profile of the kidnapping, the group still manages to be a covert organization with authorities unable to make any form of infiltration. It has also worked with other similar organizations such as the First Strike group. Unlike First Strike, Cobra is much more careful as First Strike's leader, Vance Wingfield, was more brazen in his activities which led to his group being penetrated by G.I. Joe and led to his downfall. One of the first indications that Cobra has managed to make significant footholds in other countries is in the Joes' mission in Afghanistan. The Joe Team followed Cobra to a stronghold deep in Iran.

The Dreadnoks are a reprehensible group of mercenaries, vandals and thieves who worked for both Zartan and Cobra over the years. Specializing in violence and destruction, the Dreadnoks have no regard for anyone or anything but themselves and fast money. Vicious Evil Network Of Mayhem

V.E.N.O.M. (Vicious Evil Network Of Mayhem) was a criminal organization led by Miles Mayhem. It was formed as an agency of a shadowy malevolent group called Contraworld. Little is known of the formation of Mayhem's team. However it is revealed that Mayhem stole some of the technology to make converting vehicles and powered masks from Matt Trakker when they worked together to develop it.
V.E.N.O.M. is occasionally seen at their headquarters, which is set into a mountainside. Its location is unknown, but based on events in "The Deathstone" it is likely not far from M.A.S.K.'s headquarters. V.E.N.O.M.'s hideout is not disguised, and does not appear to be as sophisticated as Boulder Hill. It is rarely seen in the animated series, and no playset was ever designed or released (though Outlaw does, to some extent, operate in this capacity in toy line and, to some degree, the series).
