New Tian
New Tian

New Tian is a newly formed Mutant Nation, led by Karen Grant, an exile from another world, where she had attempted this before.

Description

New Tian is a sovereign mutant nation established on a reclaimed island originating from the Scorched Earth of the Judge Dredd universe. Once a desolate and irradiated wasteland, the island has been reshaped—both physically and politically—into a sanctuary for mutants from across multiple realities, including those from Marvel, Image, Top Cow, and the Cursed Earth. Founded by Karen Grant, secretly the powerful telepath and telekinetic known as Phoenix, New Tian represents a bold attempt at mutant independence. Drawing philosophical inspiration from Krakoa-era mutant sovereignty, the nation operates as a semi-utopian state where mutants are both citizens and stakeholders in a shared future.
The island itself is a hybrid of advanced biotechnology and harsh environmental remnants. Vast portions of New Tian are terraformed using BISEY-derived organic architecture—living structures, adaptive ecosystems, and bioengineered infrastructure—while other regions remain intentionally untouched, serving as training grounds or habitats for more extreme mutant adaptations. A defining feature of New Tian is its economic model: the production and export of artificially grown organs, blood, and biological materials. These are cultivated through advanced genetic engineering led by Savage (formerly Dark Beast), using modified BISEY body technology. This has positioned New Tian as both a controversial and indispensable player on the global stage.

Districts & Regions

New Tian is divided into several specialized districts, each designed to serve a distinct function within the nation’s infrastructure. These regions combine organic bio-engineering, repurposed Cursed Earth terrain, and advanced mutant-driven systems. While interconnected, each district operates semi-autonomously under the oversight of the High Council.

The Citadel (High Council District)

The Citadel serves as the political and symbolic heart of New Tian. Constructed from living bio-organic structures shaped through BISEY technology and telekinetic reinforcement, it houses the High Council chambers, diplomatic halls, and central command infrastructure. The architecture is adaptive—walls subtly shift to enhance security, and psychic dampening fields can be activated in response to threats. The Citadel is also where Karen Grant maintains her primary residence and conducts telepathic oversight of the island when necessary. Key Features:

  • High Council Chamber
  • Telepathic Amplification Nexus
  • Diplomatic Reception Halls
  • Strategic Command Center

The Crucible (Industrial & Biotech Sector)

The Crucible is the economic engine of New Tian, where Savage oversees the production of artificially grown organs, blood, and biological materials. Massive bio-reactors—grown rather than built—line the district, pulsing with regenerative tissue cultures. This region is heavily restricted due to the ethical and biological risks involved. Security is tight, and contamination protocols are extreme. Despite this, it is the foundation of New Tian’s global influence. Key Features:

  • Organ Growth Vats
  • Synthetic Blood Foundries
  • BISEY Research Labs
  • Quarantine & Containment Zones

Iron Bastion (Military & Defense Zone)

The Iron Bastion is the primary base of operations for New Tian’s military forces, led by Quantum and supported by Magneto’s defensive oversight. Built from a fusion of salvaged Cursed Earth metals and magnetically stabilized structures, it is both fortress and training ground. The Bastion includes weapon testing fields, combat arenas, and rapid deployment systems connected to Asylum’s teleportation network. Key Features:

  • X-Division Deployment Hubs
  • Combat Training Arenas
  • Armory & Weapons Development
  • Perimeter Defense Grid

The Greenwild (Habitation & Natural Zone)

The Greenwild is the largest district, serving as the primary residential and ecological zone for New Tian’s population. Unlike the harsher regions, it has been extensively terraformed into a lush, living ecosystem. Homes are grown organically and adapt to their inhabitants’ needs. The environment itself responds to mutant presence, making it especially hospitable to those with unusual physiologies. Key Features:

  • Living Residential Structures
  • Adaptive Ecosystems
  • Community Hubs & Markets
  • Civilian Infrastructure

The Shatterlands (Cursed Earth Remnant Zone)

Left intentionally untouched, the Shatterlands preserve the brutal conditions of the original Cursed Earth. Radiation pockets, unstable terrain, and hostile mutant wildlife make it one of the most dangerous areas on the island. This region is used for training, exile, and as a proving ground for more volatile mutants. Some inhabitants choose to live here, embracing its harshness. Key Features:

  • Hazard Zones & Mutant Wildlife
  • Survival Training Grounds
  • Exile Territory
  • Resource Salvage Fields

The Nexus Gate (Teleportation & Transit Hub)

The Nexus Gate is the central transportation hub of New Tian, operated primarily by Asylum. It links all districts through a controlled teleportation network and serves as the only sanctioned entry and exit point to the island. All arrivals are screened—physically, genetically, and psychically—before being granted access. Key Features:

  • Teleportation Nexus
  • Immigration & Screening Facilities
  • Inter-District Transit Network
  • Emergency Evacuation Systems

The Underdeep (Subterranean Network)

Beneath New Tian lies the Underdeep, a vast network of tunnels, laboratories, and hidden installations. Originally formed from Cursed Earth bunkers and later expanded through bio-engineering, it serves both scientific and covert purposes. Savage maintains several black-site labs here, while intelligence operations under Menlove also utilize the shadows of the Underdeep. Key Features:

  • Black-Site Research Labs
  • Intelligence & Surveillance Centers
  • Emergency Shelter Systems
  • Hidden Detention Facilities

The Halo Coast (Trade & External Relations Zone)

Encircling the island, the Halo Coast functions as New Tian’s primary interface with the outside world. It includes docking platforms, bio-organic ports, and controlled trade zones where exports are transferred. Foreign representatives are only permitted within designated sections, ensuring the inner workings of New Tian remain protected. Key Features:

  • Bio-Organic Dockyards
  • Trade & Export Facilities
  • Diplomatic Checkpoints
  • Coastal Defense Systems

Current Status

New Tian is a developing but increasingly stable nation-state, recognized unofficially by several world powers and covertly supported by organizations that benefit from its biotech exports. While not universally accepted, it maintains a delicate geopolitical balance through strategic diplomacy, economic leverage, and the implicit deterrence of its powerful mutant population. Internally, the nation is governed by a High Council representing various sectors of mutant society, including science, defense, logistics, and governance. The island is divided into operational zones managed by X-Divisions—specialized teams handling everything from external threats to internal stability. Despite its progress, New Tian faces ongoing challenges:

  • Ethical concerns surrounding its bio-organ industry
  • Tensions between human governments and mutant sovereignty
  • Integration of unstable or formerly hostile mutants
  • The unpredictable influence of its more powerful residents

Nevertheless, the nation continues to grow, attracting mutants seeking refuge, purpose, or power.

Foundational Laws of New Tian

The laws of New Tian are few in number but absolute in authority. Established by the High Council under the leadership of Karen Grant, these principles govern all mutant life on the island. They are reinforced through cultural expectation, telepathic oversight, and, when necessary, direct enforcement. Unlike human legal systems, New Tian’s laws are designed to be universally understood and difficult to misinterpret.

The Three Laws

1. Mutants Are Sovereign.: All mutants within New Tian are recognized as sovereign beings, free from external control, persecution, or ownership. No mutant may enslave, dominate, or exert absolute control over another mutant’s will, body, or identity. This law directly prohibits psychic domination, forced genetic manipulation, or coercive control powers being used on fellow citizens without consent.
2. The Nation Provides. The Nation Endures.: All mutants contribute to the survival and growth of New Tian. In return, the nation guarantees protection, purpose, and sustenance. This law underpins the island’s economic model—particularly the bio-organ industry—and justifies mandatory contribution in some form, whether through labor, service, or the use of one’s abilities. Refusal to contribute is not illegal, but prolonged non-participation may result in reassignment, supervision, or relocation.
3. No Harm to New Tian.: No mutant shall act in a way that endangers the nation, its people, or its future. This includes betrayal, sabotage, collaboration with hostile external forces, or reckless use of powers that could destabilize the island. Violations of this law are treated as the most severe offenses.

Supplemental Directives

While the Three Laws form the core of New Tian’s governance, several supplemental directives guide their interpretation:

  • On Humanity: Humans are not enemies, but neither are they entitled to New Tian’s protection or resources. Relations with humanity are governed by the High Council and may shift based on global conditions. Unauthorized actions against human nations—whether hostile or benevolent—are prohibited if they risk exposing or endangering New Tian.
  • On Biotech and Creation: All artificial life, clones, or bio-engineered entities created within New Tian are considered extensions of the nation until granted individual status by the High Council.

Unauthorized creation of sentient life is strictly regulated.

  • On Power Use: Mutants whose abilities pose large-scale risk (telepaths, reality-warpers, bio-manipulators, etc.) are subject to voluntary—or enforced—oversight. This is not considered punishment, but responsibility.
  • On Exile: Mutants who repeatedly violate the laws, yet cannot be contained or rehabilitated, may be exiled to the Shatterlands or removed from New Tian entirely. Exile is considered a last resort, second only to permanent containment.

Enforcement

Enforcement of New Tian’s laws is carried out through a combination of:

  • Telepathic Oversight (led by Karen Grant and other qualified telepaths)
  • X-Division Response Teams
  • New Tian Self-Defense Force
  • High Council Judgment

In extreme cases, the High Council may convene a Crucible Tribunal, where a mutant’s fate is decided collectively.

Cultural Impact

The Three Laws are more than rules—they are a shared philosophy. Many citizens view them as a social contract rather than a restriction, especially those who have faced persecution elsewhere. However, not all mutants agree with their interpretation. Some view the laws as:

  • Too lenient toward humanity
  • Too restrictive on individual freedom
  • Too dependent on centralized authority

These tensions continue to shape the evolving identity of New Tian.

New Tian Self-Defense Force

New Tian Self-Defense Force

Role: Internal Security, Civil Protection & Territorial Defense: The New Tian Self-Defense Force (NTSDF) serves as the primary internal security and civil protection organization of the island. Operating under the leadership of Warbuk, the NTSDF is responsible for maintaining order, safeguarding civilians, and ensuring the stability of New Tian’s day-to-day operations. Unlike the X-Divisions, which function as specialized and often elite strike teams, the Self-Defense Force is structured as a standing, professional force composed of a wide range of mutants—many of whom possess low-level, non-combat, or highly situational abilities. The NTSDF represents the “normal” face of authority within New Tian, interacting directly with its citizens and forming the first line of response to most incidents.

Organizational Structure

The Self-Defense Force is divided into several operational branches, each tasked with a specific aspect of internal security:

  • Security Patrol Units – Maintain public order, respond to disturbances, and enforce the laws of New Tian across civilian districts
  • Rapid Containment Teams – Specialized units trained to respond to mutant power incidents, including loss-of-control scenarios
  • Perimeter Defense Units – Guard the borders of New Tian, including the Halo Coast and restricted zones
  • Intelligence & Surveillance – Led by Menlove, responsible for internal monitoring and early threat detection
  • Training & Discipline Division – Overseen by Warbuk, ensuring all personnel meet operational standards

Operational Duties

The NTSDF is responsible for the majority of security-related functions within New Tian:

  • Enforcement of the Three Laws
  • Civilian protection and emergency response
  • Containment of unstable or newly arrived mutants
  • Border security and checkpoint control
  • Coordination with X-Divisions during large-scale incidents

While they defer to the X-Divisions in matters of extreme threat, the Self-Defense Force is expected to stabilize situations long enough for escalation if required.
