As Gorgon left to follow their goals in leading Hydra, "ushering in the end with infinite resources", the sickly masters of the Hand erected a resurrected "Elektra" as a queen to rule from the East. The Purple Dragon Gang is from the Lower East Side in New York City. They often are led by Hun, and usually have some connection to the Shredder though not always. They are particularly known for their salient transition icon, the image of a purple dragon, which they wear as either a tattoo or on their clothes. Their criminal dealings are primarily in racketeering, robberies, and arms trafficking.

Ninjas
Shadow Warriors of Feudal Japan, ninja have fought against superheroes since their first encounter. Skills of subtlety and thievery and assassination, used to either become a criminal empire, or empower another, and with the numbers and combat skills to be a threat to even superpowered heroes.
The Foot Clan
The Foot Clan are a group of warriors and assassins that The Shredder created 1000 years ago in Feudal Japan. The Shredder, who in this series is a long-lived Utrom, has led the Clan since its creation and has turned it into a fearsome and secret group present across the world. The Foot emblem is a red, trident-like footprint (hence the name of the clan), an inverted version of the "Three-Toed Sign of the Dragon", the symbol of the five warriors who had defeated the original demon known as the Shredder in 300 AD. Thanks to the Shredder's knowledge of Utrom technology, the Clan has weapons and equipment centuries ahead of human technology.
The Foot Elite appeared to have the ability to teleport in a barrage of smoke and surprise anyone at anytime. They were also extremely fast and skilled with their weapons. According to Master Splinter in The Shredder Strikes Back, Part 2, they "are the deadliest of his warriors. Lethal assassins". Each one carries their own special weapon: a trident, a twin-bladed sword, a yari, and a battle axe. The Utrom Shredder often sends them out on special missions that need to be accomplished quickly and effectively.

Cyber Foot Clan
Somehow after the events of the defeat of the Demon Shredder and the year the Turtles were stuck in the future in Fast Forward, Master Khan gained control of the Foot, who now dressed in Cyber Foot armor. Under Khan's rule, they were in a gang war against Hun and the Purple Dragons. Once Cyber Shredder appeared, he took control and it was Khan's mission to bring him back into reality. Many believe Khan was once an Elite Foot since his theme is the same theme used whenever the Elite Foot appeared. The ninjas have newer dark blue garb with the addition with their silver masks. Their masks have three red eyes.

Tengu Foot Clan
Also known as "Heralds of the Shredder", Foot Mystics were followers of original Shredder, Oroku Saki aka Tengu Shredder, having joined the latter during his rise of power after merging his soul with that of Shredder Tengu and attaining tremendous mystical powers in process. Being among his most powerful servants, they were powerful enough to even outmatch the Ninja Tribunal. The fact that they can be controlled via. Heart of Tengu which also prevented them from using their powers at fullest as reflected by armor they wore while the Heart still intact indicated Ninja Tribunal used the artifact to defeat them during the conflict against their master.

Kraang's Invasion Force
The Kraang, are a telepathically enslaved Hive Mind faction of Utroms who were corrupted by and serve Kraang Prime. They are bent on conquering and mutating planets, such as Earth, to use as staging grounds in their ancient war with their archenemies, the Triceratons. They eventually hope to conquer all of Dimension X for themselves and perhaps beyond. They are one of the main antagonists of the 2012 TV series. Most Kraang characters are voiced by Nolan North. Since Kraang Prime's demise, the Kraang reverted back into the Utroms.
The Stone Soldiers' rock-hard skin was made possible by the Terrapin/Human Exo-Armor Synthesis, a technology developed for Krang at StockGen, an Earth-based biotechnology company owned by Baxter Stockman. Before the Turtles—Leonardo, Raphael, Donatello and Michelangelo—mutated, it was they as laboratory animals who made possible the development of the technology. The Soldiers who undergo the transformation process come from the ranks of Krang's humanoid army from Dimension X where they were given rock-like skin. Some in Krang's army have held the rank of elite troops, who are sent on attack missions to the forefront.

Intergang
The Metropolis Underworld is governed by a corporation which controls the majority of the city's illegal vice's. It was originally consolidated by WGBS media mogul Morgan Edge. Edge's father Vincent Edge created an inner circle consisting of cloned 1930's mobsters armed with new era weapons and bio-engineered superpowers. "Boss Moxie" Mr. Moxie is a clone of the original leader of Intergang, he is just as deranged and depraved as the original. He surrounds himself with the likes of Mortimer Slake [a.k.a."Shrew-Face"] and Hannibal Leach [a.k.a."Mr. Bloat"],who are both classified as "Magnitude-10 Meta-Criminals.
