X-Men Hate and Fear
The truest enemy of the X-Men. Hatred and Fear, weaponized, or given form or a voice, the enemy of the X-Men's Dream in the purest form. Bigots, profiteers, industrialists, hate-mongers and other such monsters who oppose the idea of peace between humans and mutants.

International Operations
International Operations (I.O.) was originally a branch of the CIA but became its own agency after director Miles Craven took control of it. I.O. is responsible for Team 1, Team 7, Deathblow, Gen13, DV8 and many other Image and Wildstorm groups and characters. The most well known agent of the organization is John Lynch.
International Operations was later renamed Internal Operations.

Black Razors
The Black Razors are an elite branch of security officers for International operations (I.O.). They are tasked with executing covert operations deemed to difficult or dirty for other government organizations. Once led by Ben Santini, under director John Lynch, the team disbanded after director Lynch when rogue and Santini was promoted to the new director of I.O. Black Razors wear TRV suits, light cybernetic armor that protects them and enhances their strength to peak human levels without compromising agility.

Rather than saving the world, they use their powers for other demoralizing reasons: to please themselves and indulge in any fancy that comes their way, uncaring about anybody else, just to forget that they are all just pawns to Ivana, expendable to her needs and desires. The members don't like each other, but are soon banding together for survival. This is what stands this book apart from most other superhero teams: they are not nice people, don't even like each other and can't even save themselves, let alone the world.

Cyberdata Inc.
Cyberdata was created by the man named Zadrok, who had discovered Celestial Technology, which he called the God-Tech 100 years in the past. An ambitious man named Kimata took over Cyberdata with force and wanted to remake the world in his image with the new tech he developed, his plans were stopped by Cyberforce. Cyberdata is an enemy of Mutants, because of their duplicitous recruitment strategy. Contacting damaged or uncontrolled mutants, offering them ways to help and control their powers without exposing themselves, Cyberdata then turns useful Mutants into combat cyborgs, called S.H.O.Cs.

Lost Souls
One of Earth's races, apparently a very ancient one. The Neo are super-powered individuals, like mutants, but they appear to be much more powerful. This is seen in the way that they call mutants "spikes," as if they didn't even register on the Neo's power scales. Domina leads one warclan of the Neo, and it was she who declared war on the humans after the High Evolutionary's satellite system stripped the Neo (along with all mutants) of their powers. Many Neo died during the time they were powerless, and so their anger at the humans runs deep. There are other sub-groups of the Neo, like the Lost Souls, who psychically trap souls near death and cause them to despair forever. Both these groups persisted as legends among mutants even to Cable's time, where it's said even Apocalypse respected them, a testament to their power. The Neo engaged in fighting the X-Men, who have no intention of letting them destroy the world. It was the Neo who sabotaged the High Evolutionary's space station, who destroyed 17 of Mister Sinister's bases, and who hunted down the mutants hidden by Charles Xavier in NYC. They are all top-notch fighters, and can withstand a lot of punishment before going down. They are also quite technologically advanced.

The Hand
The nascent Hand first formed about 800 years ago in feudal Japan, as a reaction to the oppressive class system that characterized Japanese society in that period. A number of Japanese citizens left their homes and settled in the mountains. There, they cultivated skill in ninjutsu, and through rigorous training became experts at assassination and espionage. The group officially came together in 1588 under the command of Kagenobu Yoshioka, who turned his samurai school into a bastion of support for the common man. Yoshioka was eventually assassinated, and command of the group co-opted by the Snakeroot, an ancient ninja clan who turned the Hand to demon worship and black magic. The Hand began working as mercenaries, and sought to extend its influence throughout the world.
