New York Police Department

The New York City Police Department (NYPD), officially the City of New York Police Department, is the primary law enforcement agency within the City of New York, United States. Established on May 23, 1845, the NYPD is the largest and one of the oldest police departments in the United States. The NYPD headquarters is at 1 Police Plaza, located on Park Row in Lower Manhattan near City Hall. The NYPD's regulations are compiled in title 38 of the New York City Rules. The NYC Transit Police and NYC Housing Authority Police Department were fully integrated into the NYPD in 1995. Dedicated units of the NYPD include the Emergency Service Unit, K9, harbor patrol, air support, bomb squad, counter-terrorism, criminal intelligence, anti-organized crime, narcotics, public transportation, and public housing units.
The NYPD employs around 55,000 people, including almost 35,000 uniformed officers. According to the official CompStat database, the NYPD responded to nearly 500,000 reports of crime and made over 200,000 arrests during 2019. In 2020, it had a budget of US$6 billion. However, the NYPD's actual spending often exceeds its budget.
The NYPD has a history of police brutality, corruption, and discrimination on the basis of race, religion and sexuality, which critics argue persists to the present. Due to its high-profile location in the largest city and media center in the United States, fictionalized versions of the NYPD and its officers have frequently been portrayed in novels, radio, television, motion pictures, and video games.

Gotham City Police Department

The GCPD is the municipal police force of Gotham City. The GCPD would normally deal with typical cases of murder, robbery rackets and would usually solve them under the guidance of James Gordon. The GCPD had long been steeped in corruption with numerous officers, both high-and-low ranking, involved in crimes ranging from bribery to drug-trafficking and murder. The strongest blow against police corruption came when an increasing amount of conspiracy charges against Commissioner Gillian B. Loeb forced him to resign his position. Simultaneously, the ebbing presence of corrupt police officers allowed Jim Gordon, a man determined to eradicate crime wherever it existed, to become the new commissioner. The GCPD is one of the toughest police departments as they have to deal with highly influential criminals on a regular basis.

The Chicago Police Department (CPD) is the primary law enforcement agency of the city of Chicago, Illinois, United States, under the jurisdiction of the Chicago City Council. It is the second-largest municipal police department in the United States, behind the New York City Police Department. Princeton-Plainsboro Teaching Hospital (or PPTH) is the teaching hospital where world-famous doctor House is working. It's located in Princeton, New Jersey on Prospect Street (as seen on Chase's GPS when he rushes to the hospital in After Hours) The hospital presumably is located near the neighboring township of Plainsboro. The hospital appears to be a non-profit entity, essentially run as a charity with no shareholders. It's a teaching hospital, which means it's affiliated with a university medical school (although it has never been revealed which one, and Princeton University has no medical school) and is responsible for training medical students, interns, residents, and fellows.
The hospital's highest authority is the Board of Directors, which is primarily made up of department heads, together with important donors. Generally, the Chairman of the Board is one of the donors rather than one of the doctors. The current chairman of the board is Sanford Wells, the owner of a large corporation. The board generally does not involve itself in the day-to-day running of the hospital. Its chief duty appears to be to approve the hiring of chief administrative officers and approving contracts for major expenses, such as those with the hospital's insurers. The Board also determines which doctors are entitled to tenure in the hospital's role as a medical educator. The Board elects and dismisses its own members by majority vote of the remainder of the members.
PPTH's main source of revenue is insurance payments. Its number one insurer is Atlantic Net, which insures over 80% of the hospital's patients. The hospital also seeks out major donors and foundations, primarily to fund capital improvements.

Arkham Asylum

The Arkham Asylum for the Criminally Insane.

The Elizabeth Arkham Asylum for the Criminally Insane, better known as Arkham Asylum, is a psychiatric hospital north of Gotham City. According to Arkham Asylum: A Serious House on Serious Earth, the crumbling Victorian mansion at the heart of the original Arkham Asylum was a single-family home, occupied at the beginning of the twentieth century by the Arkham family. Arkham Asylum: Living Hell elaborates on this information, disclosing that the actual structure was built long before the early 1900s as the "Gotham House of Madness and Ill Humors".
Arkham Asylum is located on the outskirts of Gotham City, and is where the legally insane are incarcerated (other criminals are incarcerated at Blackgate Penitentiary). Although it has had numerous administrators, its current head is Jeremiah Arkham. The Asylum does not have a good record, at least with regard to the high profile cases; most of the staff and guards are corrupt and escapes are frequent (on at least one occasion, an obsessive-compulsive multiple murderer was signed out of Arkham into the care of an incontinent, alcoholic vagrant, on the grounds that he "looked like a responsible citizen"), and those who are 'cured' and released tend to re-offend.

New York City Fire Department

The New York City Fire Department is a department of the government of New York City that provides fire protection, technical rescue, primary response to biological, chemical and radioactive hazards, and emergency medical services to the five boroughs of New York City. The New York City Fire Department is the largest municipal fire department in the United States and the second largest in the world after the Tokyo Fire Department. The FDNY employs approximately 10,200 uniformed firefighters and over 3,600 uniformed EMTs and paramedics. Its regulations are compiled in title 3 of the New York City Rules.
The New York City Fire Department faces highly multifaceted firefighting challenges in many ways unique to New York. In addition to responding to building types that range from wood-frame single family homes to high-rise structures, there are many secluded bridges and tunnels, as well as large parks and wooded areas that can give rise to brush fires. New York is also home to one of the largest subway systems in the world, consisting of hundreds of miles of tunnel with electrified track. The FDNY's motto is New York’s Bravest.
The FDNY headquarters is located at 9 MetroTech Center in Downtown Brooklyn, and the FDNY Fire Academy is located on Randalls Island. There are Three Bureau of Fire Communications alarm offices which receive and dispatch alarms to appropriate units. One office, at 11 Metrotech Center in Brooklyn, houses Manhattan/Citywide, Brooklyn, and Staten Island Fire Communications. The Bronx and Queens offices are in separate buildings, and plans are in the works to consolidate them into a single building to be constructed in the future.

Gotham Academy

Gotham City Prep School.

Gotham Academy is a prestigious private boarding school that many of Gotham City's elite have attended. In 1863, Millie Jane Cobblepot was secretly moved from Arkham Asylum to what would become the Girls' Dorm. She was imprisoned there by her family to silence her and keep their dirty dealings a secret. In her captivity, Millie Jane had discovered the secret tunnels inside the academy. She would remain in the dorm until the day she faked her own suicide. During the summer, the Police had dropped Tristan Grey off at the school to receive medical treatment from Professors Langstrom and Milo. He would stay at the academy year-round free of charge like the school's other special case, Olive Silverlock. Later on, Tristan saved Olive from a fire which was caused in the North Hall. He was asked by Professor MacPherson to watch over her. The fire had caused extensive damage to the North Hall and was sealed off to avoid accidents. The school play of Macbeth was being sabotaged by a mysterious figure. At first the Detective Club thought it was Calamity, Olive's mother, until they discovered mud at the scene of the crime. They soon found out that it was really Katherine Karlo who had been working for her father to get revenge against Simon Trent. The day was saved by Olive when she used a hose to destabilize him, leaving Katherine alone.

New York's Mutant Town

The rise in Manhattan's mutant population, coupled with racism among normal humans, led to mutants forming their own community in a ghetto established in the Alphabet City area of the East Village neighborhood of Manhattan. District X was the official title for the region; however, the region was more commonly referred to as Mutant Town. Mutant Town was very similar to, and served much the same purpose as, other minority ghettos in New York City like Chinatown, Harlem, Little Italy, or Greenwich Village. Soon the neighborhood was primarily populated by mutants, although some humans lived there as well. The neighborhood was poor, overcrowded, and violent, with a high rate of crime, narcotics use, prostitution, burglary, and warring mutant gangs. It was once described as having the "highest unemployment rate in the United States, the highest rate of illiteracy and the highest severe overcrowding outside of Los Angeles." Gang wars, such as the one between Daniel Kaufman and Frankie Zapruder, were frequent. Many of its inhabitants possessed physical mutations that prevented them from blending in with human society. It also had a large underground population, inhabiting tunnels beneath the neighborhood similar to those of the Morlocks years before, or the Tunnel Rats. Mutant Town was particularly notorious for the street drugs Kick, Toad, and MGH, sold by dealers such as Jazz and Charlie Hustle, or by Shaky Kaufman's and Filthy Frankie's gangs.

Center of Mutant Art & Culture

Despite the poverty and crime, Homo superior culture thrived here more than anywhere in the world outside of Genosha. Mutant Town quickly became a cultural center and population hub for a disenfranchised minority.
There was a range of mutant-owned businesses, clubs, and restaurants, including The Double Helix restaurant, X-Factory clothing, Café Des Artistes, Frankie's lounge, The Power Plant bar, and Mutatoo tattoo parlor. Mutant bands such as Sentinel Bait, Juggernaut and Cerebrastorm, along with nightclubs such as Daniel's Inferno, Wildkat Klub, Shakespeare's, and Wannabees created a vibrant, mutant-oriented nightlife. Many mutants used to work at such night-clubs, using their mutant powers or appearances, such as Lara King, Lorelei Travis, or Patricia Hamilton. Mutant artists began to emerge, such as Nemesio Pietri, while mutant fashion designers like Jumbo Carnation became celebrities and mutant clothing line like BuFu were founded. Mutant Town also gave rise to mutant spiritual leaders, such as Mr. M and Gregor Smerdyakov. X-Factor Investigations was founded to help fight crime, and X-Man Lucas Bishop was commissioned to police the area.

Locations of Note

Wildkat Klub: The Wildkat Klub was located in the district of New York City commonly referred to as Mutant Town. Residents were constantly exposed to the harassment of rival mutant gangs, bigoted humans, and capricious members of the NYPD.
Daniel's Inferno: Another mutant club.
McCarthy Avenue: One Batiment only, with many mutant residents.
11th Precinct Station House: The 11th Precinct Station House was the headquarters of the NYPD in Mutant Town, and had to deal with the social and criminality problems present in that area.
Power Plant: The Power Plant was a mutant-owned and operated bar located in Mutant Town and was directly across the street from the original X-Factor Investigations Headquarters. The Power Plant was a longtime bar in the heart of Mutant Town. Because it was located across the street from X-Factor Investigations Headquarters, the X-Factor Investigations crew frequentented the bar. After being recruited to XXX Investigations by Madrox, Wolfsbane met Strong Guy at the Power Plant for drinks. The fun was cut short when a dying dupe entered the bar and Jamie was forced to reabsorb him. To celebrate closing their first cases, the XXX Investigations crew went to have drinks at the Power Plant with their client Carol Campbell. Things got a bit dicey when Carol met Kim (her dead husband's male lover) and burst into flames. The Power Plant stayed open for after M-Day,[7] but business was never as good with many of the regulars moving away from the area. While Siryn was meeting a client in the Power Plant, the bar was gunned down and her client was murdered. After it was discovered that Multiple Man and/or one of his dupes slept with both Siryn and Monet on the same night, Jamie and Rictor had a heart to heart conversation over drinks at the Power Plant. While drinking alone (with a dupe), Madrox was approached by The Isolationist in the Power Plant. Following confession, Siryn told Monet about her unplanned pregnancy at the Power Plant.

Punk Frogs

The Punk Frogs are a mixture of envy and innate violence. Frogs are natural hunters and predators, with a high level of aggression, and these happen to have the mental and physical age of rebellious adolescents. Though not combat-enhanced, they are still aggressive, and are what one could consider the 'bad guys' in Mutant Town. They are known to cause trouble, ranging from harassment to occasional fights breaking out, and they style themselves after aggressive punks and violent, rebellious youth. They are, however, aware there's only so much they can do before confronting the militia, and aware they can't leave the town. However, they are known to flee at night and go cause trouble in nearby towns. The town, for their part, is worried they'll bring law enforcement or anti-mutant activists to Mutant Town, and as such the group is at odds with the other citizens. They are also likely responsible for bringing illegal substances like bootleg alcohol and drugs in town, yet another reason why the population is worried.
